It may have been a shipper inspection train, or an excursion, those are both not
"scheduled revenue intercity" service and thus not subject to the provisions of
the Amtrak legislation.

As Frank said, no, not intercity.
The deal made with the government, at the time of the National Rail Passenger
Corporation (subsequently Amtrak) creation, by the railroads was that in
exchange for being relieved of their obligation to provide passenger service
(and thus relieved of the obligatoin of having to petition the ICC, line by
line, city by city, to stop service, a laborious and expensive process), they
gave up the right to run scheduled revenue intercity passenger service on their
lines.
They were not prohibited from contracting with regional commuter authorities (or
running independent private commmuter service) but that's not intercity.
Essentially all railroads took Amtrak up on the deal at the inception of Amtrak.
Notable Class 1 exceptions were Southern and D&RGW... (perhaps other smaller
lines, I forget) both subsequently did "join" Amtrak but it may have been due to
merger, I forget.

| Thanks, Larry, and everyone else. I'm not sure what I saw - several matching passenger cars with an F-class locomotive in the same livery. Seems like I used to occasionaly see a UP or SP passenger train when I lived in Austin, too. Probably private (...) (20 years ago, 29-Mar-05, to lugnet.trains)
