They exist, and the most recent release was last year in the Technology Resource
Kit for the DACTA line, but the last Train set that appears to have included one
is the 4552 Cargo Crain from 1995.  You can buy them through Bricklink here:

I bought a Sante Fe set with just one engine and 5 cars. Similarly I got a steam engine with one each of the caboose, passenger car, etc. Both these sets struggle to run on tracks with just the one engine. So, borrowing from the N Scale World, I (...) (21 years ago, 21-May-04, to lugnet.trains)
