ack, my secret is out ;-)
i ordered them here:
http://www.playmobil.com/
they have a store. i was able to buy just the wheelsets, for like $5 for 4
wheels. unfortunately, i don't see any there today, you may have to call.
the only problem is, they come with axles attached that i was unable to get to
work with lego (besides they were too wide for lego track). i did some
modifications by cutting off the axles, drilling the hole up to 1/8th inch, and
building an axle out of a 6-long post that i sanded off the lip from. if i
were more handy, and had metric drillbits, i may have been able to get the
wheels to fit on a lego-standard axle. i then fit them on the axle with a cut
piece of lego tubing (see, some lego parts were used ;-) ).

agreed. i'd be all over not having to do this much work just to have nice
looking wheels. obviously, i'm already paying a premium for them (bought a
dremel for it), and i'm definitely not the only one who would go through so
much trouble ...
