The general answer to your question is, "it depends". ATSF B units at
various points in their lives had numbers that denoted they were part of
permanently coupled sets or numbers that were independent. (over time,
railroads decoupled the permanently coupled sets they had purchased into
independent units, opting for increased flexibility)

I'm not aware of many B units of any road that had number boards, though,
the numbers tended to be painted on.

As to numbering for SCSC B units or SFSC B units, can't help you there, sorry.
