(...) It varies. If you read rec.models.railroad you will find that some lines are quite willing to work with hobbyists (Norfolk Southern, for example) and others are quite tight (Union Pacific, for example)... which is why I say in my MTW-2001 (...) (23 years ago, 21-Feb-02, to lugnet.trains)
