'Traction' on it's own is some times used to describe locomotives so 'Spare
Traction' might mean locos that aren't being used. - Tractive Effort is the
term I think you should use. I'll ask about at work whether it should be
'surplus', 'excess' or something else.
Do you have any context? i.e are you thinking about when you apply too much
effort to the wheels and lose adhesion? Or about the power rating of the
loco against the mass of the trains it hauls.
You could try asking at the UK.Railway Usenet group.
