For 1980s 12v, the answer is "mostly". The 9v train motor has the same
form factor as the 1980s 12v train motor. However, you will not be able
to use the side rods, or the 3rd set of wheels (actually, I did pop a
3rd set of wheels into a 9v motor so they might be useable, though it
will look pretty odd).
The 1970s 12v trains with 4 axles will be harder to do since the 1970s
12v motor is the same form factor as the 4.5v motor, which for a 4 axle
train has the two center axles fixed and the end two swiveling, however,
one can probably fairly easily build a 1970s train in 9v by using a 9v
wagon plate (or your favorite built up replacement) with a pair of
swivel trucks under (one or both being a motor), and then build the top
part of the 1970s train on top of the wagon plate, adjusting for not
having the motor intrude above the wagon plate. You engine will probably
wind up being a bit taller, but then that will just make it match your
other 9v equipment better (you may also wish to modify the 1970s designs
since the car height is about 1 brick shorter).
