Out of the sets available right now, I would say that the 8466 is
pretty much your only choice.
You could also try to compose a chassis with all these features out of
"normal" parts, i.e., with no specialized steering/suspension
elements. But I think that you will find that this is difficult, and
that what you come up with may not be as rigid and playable as the
8466 setup.

I think that the 8466 setup will work with most wheels which have six
technic pin holes around the central axle hole. But the wheels will
need to have some minimum size, or else the suspension elements will
not be elevated far enough above the ground!
