Pneumatic Air Compressor not working. Suggestions needed.

My CAT 797 Mining Truck is near completion. Everything works the way I
wanted accept for the air compressor. I bought new pneumatic parts from PLD
and tested my mechanism with the large hand held pump. Everything worked
fine so I built a few versions of air compressors found on these websites.

better than using two yet, neither version works well enough to move my
mechanism. When using the large hand held pump all I needed to do was pump
15-20 times into the air tank and everything works fine. I could use some
suggestions on how to fix this problem.
