What is this piece?

looks like a 2 x 2 plate with wheels holder (#122)

(...) I agree, it was found in old town sets (like '80ies) as far as I know. Does not look like anything Technic but I guess ppl. might mistake it for the 2817 plate 2 x 2 with holes. (URL) (23 years ago, 18-May-01, to lugnet.technic)
