You are right, the chain drives a axle with no function. It's only decoration.
Because the large tires the differential isn't turning very fast and thus
the engine rpm is also not very high. By head I think the 8865 has one of
the fastest turning engines (in the first gearing).

The stub shaft is supposed to represent a Cam shaft (as far as I can tell :).
It is geared to 1/2 engine speed (which is right for a 4 stroke)
