Technic worm gears are not really made to mesh with the 1x4 racks. The problem
is that the racks do not have any pitch (the gear teeth are perpendicular to the
longitudinal axis of the rack). The worm gear, by definition, does have a
pitch. In order for them to mesh without binding you would want the rack teeth
to be inclined at an angle to match the worm gear pitch angle.
There are plenty of Technic sets which have a stationary rack with a gear system
moving over it (basically a track). This is typically accomplished with 8 tooth
pinion gears, but any of the spur gears can work. See, for example, the
transforming mechanism on the 8852 robot.

I am in need of a collection (probably 10 sets) of 1x1 tiles with the numerals
0 through 9 on them. Bricklink seems to show me that the numerals 1-4 exist
but not the others.

Remember in Star Wars Episode II when Obi-Wan is looking in the Jedi archives
for a planet (Kamino) and he cant find it. The librarian tells him that if it
is not in the archives, it does not exist. The same is true for the Bricklink
archives. Unless you have an unexplained gravity well to point you in the right
direction, I think you are out of luck.
You could always have custom bricks engraved.
Care to share what kind of project you are working on? Youve got my curiosity
aroused now.
