That was my impression. Here is the table of contents from the Summer 2003

That's what the Internet is for. :) It's one big catalog with every Lego
set in it, though sometimes it is nice to recieve some nice big glossy
pictures of the sets for free in the mail.

Thanks, I already tried my catalog code and it didn't give me a discount on
the Backhoe.
Perhaps the other catalog was for "preferred customers" or something. That
might account for the lower prices. Many retailers do this.

You mean you don't even have the three mini Technic that came even earlier? Cool, they still put in the Shell Promotion sets (...) (21 years ago, 1-Aug-03, to lugnet.technic)
