I believe it's so you don't have to align the front wheels. There's only one way the part can go in and the wheels will be correctly aligned. (21 years ago, 16-Jan-04, to lugnet.technic)

(...) This is a difficult statement to confirm or deny. Please note that there are very very few sets (beginning with 2002) which still have the TECHNIC moniker.
