There have been a lot of good suggestions here already, here is how I do it.

I sort via size, and then number. I have an index for quick finding. I am buying
so many multiples of sets now, that I file 1 copy, and then store the extras in
a few big tubs.
I spent a lot of money on binders and inserts, so I would gauge your current
instruction needs, and go from there.
