They also would have to be connected using technic pins w/axle, which will be
weaker than a #4 axle running through.
Another thing which would be stronger and would still fit in the wells would be
a pair of 2x2 round plates on each side of the Technic bricks, of course you
can't put a tire on them.
If you can arrange the gear to have the Technic beams on the outside, you could
use one of the large fat town wheels (if I'm remembering correctly, the wheel
hub which is used for the treads like in the Arctic sets also has a tire which
fits it). The rubber tire with the technic hole might also work.
