I would have to agree with it being a ground based station seeing as
you can "park" your space ships there, plus have your ground crew
there too instead of having to design two different "datstations"

| (...) That's what I have envisioned. If the station needs to expand, add another landing plate or something. If a ship does not have landing gear, then position it in a flying orientation. Keep it simple. -Duane (25 years ago, 13-Oct-99, to lugnet.space)

But, then I´d make it a *ground* station where everyone can put their ships and such, and not a modular space station. I´d also implement some of my own (...)
