The type of navigation you seem to be talking about is called "dead reconning"
by aviators. This method requires accurate distance, speed and
direction mesurments. Counting motor revolutions does not even tell distance if
the surface has uneven friction. You would have to make some assumptions about
direction. Walls would create direction changes that would be difficult or
impossible to detect or measure. Here is an alternative idea similar to GPS.
Place light sources at known locations in you coordinate system you would
probably need three (two work except where you are on a line connecting them).
You could use a light detector and rotation detector to get a "fix". Get
blinking lights with different frequencies.
