This question seems straightforward.
In the hardware schematic PDF that Lego have published there is a block
diagram of the "Power Block" on page 4. This does indeed show a
POWER_EN output from the AVR that switches power to the (5V) sensors and
the voltage regulator for the ARM. The detailed schematic appears to
conform to this.
If there was a RTC it could perhaps be synchronised to the PC over USB
or Bluetooth.
However I also suspect it will be hard to keep the clock running
accurately. Low cost crystal oscillators are not terribly accurate and
are quite temperature sensitive, so a few percent of error is likely.

| A date/time clock would be a useful addition to the NXT. Naturally, it should continue to operate even when the NXT is powered "down". So here's a question for any hardware gurus that have a good understanding of the NXT schematic. The ARM processor (...) (18 years ago, 30-Nov-06, to lugnet.robotics.nxt)
