I don't remember exactly, but the memory map for IC is something like:

pcode itself:                                   8K used
user compiled code + global program data:       16K available
user process stacks and runtime locals:         8K available
----------------------------------------------------------------
                                                32K total memory

IC 3.1's pcode is structured the same way.
