The memory circuit is probably flaky, or, you zapped a 6811 address
line output.

If you haven't already tried, swap the 6811 with a known good one.

If that doesn't work, examine the ram chip addr, data bus, and select
signals with a logic probe when the board is running (and executing
the garbage bytes in memory).  Everything should be frobbing along
nicely, with the exception of the RAM CE which is wired to ground.
Look for any lines that are permanently high, low, or floating.

If this loses, then pull the 6811 and RAM, and check for continuity
for all of the address and data wires, and make sure there are no
shorts of any addr or data lines to other addr or data lines.

When the RAM circuit isn't working it's a bear.  Probably the only
worse problem is a power to ground short, because until you find where
it is, you can do nothing.

After setting the CONFIG register, downloading the pcode never completes.
We get anywhere from 0 to about 1600 bytes transferred, then an error.
Everything has checked out to this point.  Any hints?
