Both. It will execute downloaded programs and "immediate" commands. These usually use the Spirit.ocx integrated in some language.
Of course that due to the infra-red link you might not have total freedom to use the bot anywhere.
As a side note, you can also send immediate commands while executing a program that they will be processed on the spot. The program resumes processing after executing them.
