I have indeed seen this before, on at least three different
LEGO Technic (including one RIS) kits. Its a flaw in the treads,
not anything that you are doing wrong. I called the LEGO Customer
Satisfaction line, complain, and they ship me out a new set. Let
me guess, your treads are kind of thick and rather stiff, won't
loosen up and eventually bind on the rollers? Am I psychic? Nope,
I've just seen it often.
Get a new set.
