   I got a private reply from Bill Leggett about this device:

Just a note on this 'Robot' is that it uses NO electricity.
It is a vacuum driven motor using the filter suction hose.
The 'Intelligent' steering is a programmed plastic disk
that steers the little critter. How do I know? I have one!

   So it sounds like this thing boils down to some very clever mechanical
engineering, but no software or electronics or anything.  Still interesting
to a robotics fan, but in a different way than I originally imagined...
