You may find the program in
http://www.mytempdir.com/1360015
download the file pcinstall2 to the c:\ folder (not to any subfolder) and
start the installation by double clicking on it.
You need Robolab to be installed on your computer' and activated at least
once before you start the installation of Lego Engineer/ It means that you
start Robolab' then quit it and then install lego Engineer.
The Installation will be into the folder of your Robolab program/
