You can download a ready-to-go binary from here:
http://homepage.mac.com/rbate/MacNQC/
Assuming you're running OS X, plug in your IR tower and run the app.
Open a sample file, edit, and send it to the device.
There are some sites around the net with NQC samples and tutorials.
