Actually there are many utilities under Windoze 9x which will handle this,
WinZip is one. The cygnus cdk (WHICH YOU NEED TO INSTALL ANYWAY TO USE
LEGOS AND THE CROSS COMPILER PACKAGE UNDER WINDOWS) also includes gtar and
gzip, which will uncompress the file in an oh-so-unix fashion -- and it
has an installshiled style installer. There are instructions linked on the
main legOS site which explain the installation of all the various parts in
detail. If you have no experience with TGZ (tar.gz) then you PROBABLY have
little experience with gcc and the unix development style, the
instructions may be vital =]

It's a gzipped tar file.  Usually it's .tar.gz, but it's been
compressed to fit into DOS's 3-character extension, hence .TGZ.
Probably not much hope of using it under Wind95 (I can't bring myself
to say "win95".  "lose95" is much better, but more confusing).
