I've seen this done
a) with a new style differential - it will spin free on a central axle and has a
24t gear at one end and a 16t at the other.
b) two 16t "clutch" gears connected either via the toothed bearings, or via the
driving ring (although the latter gives greater seperation it does has a large
amount of give)
