don't do too long skirt
it drags on the surface and make a lot of resistance

the skirt has to be bent underneath the body
it prevents leaking air when hovercraft tilts

you were on a good way
my first HC's deck has been made with lego plates
it was so heavy but when i blowed through the center hole :)))) it was
lifting off
the second one has been done with deck made of film but the body frame was
made of axles and plates
and at least the third one was the one you've seen
now the fourth ver is beeing constructed :))
if steve baker is right it will need less pressure so
it will need 9V or it will have more carrying capacity
the 3rd ver has capacity about
4 plates 8x10 and 8 technic plates 2x8
but it was the movement capacity
the starting capacity was less than that
