No, you need an intelligent battery charger to recharge rechargable
batteries.

2.) Is there some kind of power meter that tells the rcx how much =
battery power is left?

Yes, the battery voltage is tied to the AN3 analog input into the processor,
so you can read it directly from legOS or similar systems.
