That was only a rumour, AFAIK there are no RCX 2.0
with a connector for external power supply.

Good question, maybe they are playing version number tricks on us?

Yes, I think they are all identical from a user point of view.
My RCX 1.0 from a RIS 1.5 has the same ROM contents as the
RCX 2.0 from a RIS 2.0 (but I don't know if that's identical
to the ROM contents of a RCX 1.0 from RIS 1.0).

Yes, at least you can mix RIS 1.5 and 2.0 freely.
