If you could still get 9719 RIS 1.0 and 9747 RIS 1.5, each $200, which would
you get or would you get both?

If you want the capability of plugging into wall power, you want a 9719 (plus, you might still be able to get a free upgrade kit even though the date has long since passed - it never hurts to call on these things).
