(I have 191316 - a 1.0 set that was bought in July this year - so
it was probably a late-model 1.0)

Well, I'm a little suprised that Lego went to all the expense to number
each RCX individually - but given that they evidently did, I wonder
whether one or more of the digits is a check-digit. If they ever
expect you to use that number (eg when phoning them to ask for the v1.5
upgrade pack), they would be very likely to add in a check digit as a
way to prevent people from phoning in and giving a random number in order
to get 'free stuff'.
Adding check digits is a VERY common practice for things like barcodes,
bank account numbers, etc.
The fact that RCX 00002 was spotted tells us very little. That would
have been a hand-built pre-production prototype - so they may deliberately
have given it a low number.
Either way - if we are seeing sets with numbers over 500000 then
Lego are going to run out of numbers pretty soon!
