My question is, though, is there
a general Technic set that contains a bunch of handy parts (like the clutch
and such) that can be bought in a single package?

The Technic Space Shuttle 8480 is a superb parts package, so good in fact
that I bought two of them in a sale. Perhaps the down side for Mindstorms
folks is that the large motor supplied is an old style 9V one. The smaller one

is a "micromotor"; I generally can put both to good use. The CyberSlam 8266,
whilst appearing somewhat dodgy at first, is also excellent if you can get one
or two cheap, as they contain a "Mindstorms" motor and loads of other useful
parts.

For really cheap Mindstorms motors, look in your local Toys'R'Us for Lego 'Znaps'
sets - these are still selling at <$10 and at least two of those sets contain
motors that are identical to the Mindstorms variety.  You get a few other "interesting"
parts like a battery box, a flexible drive shaft, etc - but most of the rest is junk.
