Look at the Scotch Magic Removable Tape (#811) by 3M. There's some info
available online through dynamic links... go to http://search.3m.com, and
search for "removable tape".
The stuff is clear, kinda like the regular Scotch Magic Tape, but you could
use it to hold down party streamers or gift wrap ribbons (those would work
slick for marking out an area!). Make sure the streamers/ribbons are
fairly non-glossy, or at least have a non-glossed side. The only drawback
is this kind of 3M tape doesn't have much holding power (it's more like a
Post-It Note), so I'm not sure how well it'd work on carpet or in a
high-traffic area.
3M's site says the Removable Tape is availabe at OfficeMax and Staples, but
you could probably find it at places that have a decent office supply
section.
