Anyway, Plug 'n' Play is enabled. The weird thing is that Com 3 and Com 4 have
been assigned IRQ 10 and my computer will not let me change those manually in
the Devise Manager. Apparently I have to free up (scary) something that's
currently taking up IRQs 3 and 4 (I have a printer, scanner, trackball,
graphics tablet coming/going...) but I'll also take a closer look at the card
and the install disk for the new port.

Then you either need the disk, or force the card to a certain IRQ by
altering the PnP settings in the BIOS. This requires some knowledge of the
BIOS, so if you're not into that thing I suggest not trying it at all,
since it can mess up a good working system.
