I've made some decent ones using spring-loaded shock absorbers, connected to
a sort of bulldozer-blade. This works really well, but doesn't fill all of
your qualifications -- it doesn't give 360 degree coverage (pretty much
front only, although when made well does a good job even when colliding at
steep angles), and it requires some technic pieces (the shock absorbers, as
an obvious example) not in the RIS kit.
