I think it was due to the "danger" of having it fire projectiles....errr

I think they were afraid of lawsuits in USA, so they decided to come up with
"safe" cannons here in North America.
I love the shooting cannons, myself, and that is why I only order from
Germany (Europe) when I buy Wild West/Pirate stuff so that I don't
personally get short-changed about these wonderful toys.
At point blank range, these little babies can sting, but I don't think its
got the accuracy or the range to hit someone in the eye, except if it was
close proximity or aimed specifically at it. (Kids will be kids).
Anyways, that's my opinion on the matter. I'm pretty sure that is the reason.
