Look carefully at the edge of some of the coats - very thin.  Probably paper
or some kind of material.  Others possibly could be plastic "clay" (Sculpey
and the like).  I'd guess a variety of techniques, but the picture quality
and size is not sufficient to really be sure.  And it was Arnold Stanicek
(did I leave a letter out?  ...czek?) that mentioned the site to me in an
email, by the way.  I was just passing it on.  :-)

These customised minifigs were made by the German AFOL Jojo -well known to frequent visitors of 1000steine.de. He stated that the
hats were made out of paper and the vests are made of cloth. And yes, Bruce, you did leave out a letter :-)
