Probably irrelevant, there are still legal issues which make a cutoff at age
18 (such as voting, though the voting age has almost no bearing on this
debate, I assume that there are other legal issues which are relevant). Also,
NELUG doesn't allow minors when accompanied by their parent or guardian.
I wonder what kinds of legal muck are created by allowing people under the age
of 18 to become their own guardians? Sounds like a mucky kind of thing to me.

Irrelevant to the legal concerns. What matters is the laws governing the
organization.
