Yah, I'd guess that you're correct in your doubts.

I'm quite upset at my provider [1]. I was never told that mail was
filtered through SpamCop, nor that I could potentially be blocked from
sending mail. Has anyone had similar experience? Advice?

One of the biggest reasons I started running my own mail server is that
I had enough of being helpless while my ISP was mucking with my email.

[1] They're horrible at communicating with their customers. In the few
    months I've been there, they've been very unhelpful to me in
    setting up a plone site. I only paid for 3 months, and now I'm
    going to be looking elsewhere for my hosting. They don't deserve
    my money.

I've learned that lesson the hard way as well.  Getting a chiep host
looks like a great idea, but really, you end up getting what you pay
for. I've been convinced that many (if not most) hosting companies
are actually just get-rich-quick schemes for their owners.

I'd say go with a respectable host (Pair comes to mind), and you will
never regret it.

(...) I agree with Dan, go with a good host... And Pair is defintely a good one! However this seems a good place to put a plug in for Eric Smith's outfit, Northstar Computer Systems(tm). My timcourtney.net accounts are being blocked by SpamCop when sent through my home ISP - SBC DSL. I didn't even know my account filtered through SpamCop, my provider must subscribe to it. Anyways, my provider (zettai.net) is about as helpful as a (...) (20 years ago, 11-May-04, to lugnet.off-topic.geek)
