I don't remember the details right bow, but you can work with USB under win95. I had an old gigabyte pentium TX motherboard with USB, before the win98 thing, and the software CD that came with the board had an update which made regular win95 ready (...) (24 years ago, 7-Apr-00, to lugnet.off-topic.geek)

So I went and bought the Canon S20, only to find out (when I got home) that Winblows 95 wasn't compatible with it... only Windows 98 (some stupid USB-support issue, or something). I took it to my dads house (whom has win98) and everyting worked (...) (24 years ago, 16-May-00, to lugnet.off-topic.geek)

(...) The MS USB supplementary update for Win95 didn't get my USB WebCam working either. I was sure that there must be some sort of kludge, but a knowledgable sounding geek told me that it was something to do with MS changing the device driver (...)
