I wouldn't count hinge-plates in pairs, because there are a fair number
of elements with 2- or 3-finger hinges which aren't paired -- the
control lever (rod with end-stud and 3-finger hinge), the robot finger
(3L rod with 3-finger hinge at one end, turned 2-finger hinge at the
other), 2x2 turntable with 3-hinge, the horse bracket with 2-hinge, etc,
etc.
Now, the horizontally swinging hinges -- the brick or plate where the
hinge is at the corner of the pieces -- those are useless when you've
got only half the piece.
