It sounds a bit like a rather infamous Norwegian movie called "Flåklypa
Grand Prix", however I find it a bit unlikeliy that this was aired in
the US. If this image does not ring a bell, then it probably isn't the
correct movie:

However, looking at

I see that it was indeed released in the US during the early 80's, so it
may be the correct movie anyway! Cool!
You may be interested to know that the movie was the most seen movie in
Norway. Until "Titanic" was released, that is. :-/
