Well...if people aren't safe, and the system is set up to prevent them from
keeping themselves safe, and people generally believe that police keep them
safe, then what's wrong with how Larry put it?

It is a generalisation, but people in the areas Larry alludes to do not feel
part of the "system" - they feel excluded from it. I know from personal
experiences, that individuals in these areas are very reluctant to go to the
police for help - they view the police, and other parts of the system, as
"the enemy". However, this is a generalisation.  As far as I am aware, there
are no “no-go” areas in the UK. Sure there are “rough” estates and there are
area’s were street prostitution is prevalent, but I seriously doubt that the
worst the UK has to offer compares with the lower bounds of the USA… but I
may be wrong.


Obviously it isn't (usually) the cops' _fault_ that Joe is a mugger.  But the
fact that I get mugged by Joe when there is supposed to be someone protecting
me is kind of a problem.  Right?

This is a very good point. Policing in the UK suffered under the last
administration, as much of the funding for the police was frozen, and police
pay got below inflation rises – this was to fund tax cuts for the wealthier
parts of society. The result of this is: the rich are richer (but they do
have good insurance & burglar alarms), less well off suffer more crime and
the police, particularly in London, are demoralised.

Under the last administration crime rates did rise, so we all had to get
better insurance (if we could afford it). John Major spotted this, so he
taxed insurance premiums (5%). :-\
