What leads you to think that? The infected people are not all dying very soon.
Some (many) of them do not know they are infected, and many of them do not
know how to prevent transmitting HIV. They will continue to pass it on, and
probably for a long time. Unless they are educated about the topic, I don't
see how the rate will decline.
