So if I read this correctly, the wearing of seatbelts is not mandatory in all
US states?

This is mandatory in all states and territories of Australia (putting on my
seatbelt is second nature to me when I get in the car). I can't understand
anyone who would chose not to wear one whilst travelling in a car (I can't
comment about busses or trains because I don't use them). Inertia is a
powerful thing!

We get "Worlds Wildest Police Videos" out here, and with the way some of those
baddies drive in the US, I'd be getting a full racing harness fitted to my
newly acquired Humvee! Mind you, wearing seatbelts would impede their hasty
(but largely failed) getaway attempts ;-)

I can understand the comments (particularly from women) about the shoulder
strap being uncomfortable, but most vehicles now come with position adjustable
anchor points. I would have thought that a bruised chest is better than a head
full of steering wheel (or windscreen!)

For the states where seatbelts aren't compulsory (If I read correctly), how do
they treat child restraints and baby capsules. Any parent who doesn't
adequately restrain their child in a moving vehicle is boardering on criminal
negligence IMHO. My parents are both medical professionals and relate
firsthand stories that'd make even the hardiest irongut think twice about
dinner!

Just throwing in my $0.02 and seeking clarification (I'm hoping to visit the
US soon and want to know where you can rent Humvee's, just to be safe ;-)).
