There's an old phrase -- "That's the exception that proves the rule."
Example:
"All tough cops have moustaches."
"All?"
"Yeah, all. Well, except for this one cop I talked to once -- he didn't
have a moustache... But all the others do!"
"He was the exception to prove the rule, huh?"
Another example:
"All blonde chicks are airheads."
"Oh really. ALL of them?"
"Yeah, all of 'em. Well, except this one chick I dated once. She was
pretty smart, actually. But all the rest are stupid."
"She was the exception which proved the rule, huh?"
The "rule" being referred to or implied is a fallacy, a stereotype.
