I think that he suspects that he'll be dogged by critics and righteous
condemnors from now until he's out of office, and the resources he'd have to
devote to defending against that nonsense would detract from his ability to
maintain his office. Tangentially, one might wonder how the past few years
might have been different for the nation if the vast resources of the FBI hadn't
been devoted to mining a certain other democrat's personal life, or if that
democrat had been able to devote more time to governing than to defending
against bogus investigations..
McGreevey probably also figures that an outcry orchestrated against him would
make it difficult not only for him to be re-elected but also for any Democrat to
gain McGreevey's office if McGreevey somehow managed to finish his term.
Another reason is that he may fear that the discomfort he's caused his family
will only be worsened by the potential media frenzy surrounding his affair.
But you're right--in itself, this has nothing to do with his ability to govern.
