Last I head, from the Congressional Budget office figures, about 7 out of 8 dollars go to the administering of the programs, not the recipients, so whenever they talk about putting more money there, it is for the people running it, not the people on it. Another tidbit, on these same lines, what is the biggest union? the UAW, or the UFCW? Nope, it is the United Federal workers Union.
